I think they missed some obvious solutions like opening or prolonging hunting for the animals mentioned and, possibly, a Bounty on the animals and plants.

Good thinking, Lloyd! Hunting for pigs, goats, and sheep is legal on all islands, and hunters are prolific. More problematic are the invasive plants, which have taken hold in many areas and almost wiped out the indigenous plant populations. Compounding this problem are nurseries that import invasive plant species for home and professional landscaping. There's been a consortium of landscape and nursery owners that have joined together to promote native plants and flowers, which of course makes more sense. It's a problem that's been a couple of hundred years in the making, and the effects are now catastrophic.
