We've talked about shipping containers before. Here's a couple in Maine living in two 20' units. They're planning to build a house on the site eventually.

they plan on building a conventional house now?
after learning how to make the other ones work why not have a whole pile of them

I think it probably means "more conventional-looking". You know how reporters want to characterize everything, usually inaccurately.

People exploring such unconventional and practical housing seldom wind up building a truly "conventional" home.
