15 Year Old Girl Punched And Pepper Sprayed By Cop

As a rock rolls downhill, as the sun sets in the west, cops will use whatever force is necessary to obtain compliance with their demands.  That's how they're trained, and that's how they operate.

When the cop already has one half of the cuff on, the game is long over, and one is not going to improve one's situation by trying to prevent him from putting the other half on.  The cop is interested at that point in gaining compliance, not in discussing the relative merits and legal justification of his decision to place someone into custody.

Cops use force, that's a simple fact.  The main problem we have is not the use of force per se, but the outrageous proliferation of laws - all founded in the use of force and compulsion - that criminalize non-violent and victimless actions.

Apparently this arrest arose from a curfew violation.  I'd be interested to see what the people who voted for and passed this curfew into law think of this, because this video is exactly what they were voting for whether they realized it or not.

Very good point about the curfew and the people that voted for it; aren't they aware of how many people have been tasered by the police recently?  Is it typical to have curfew laws?    I ask because I haven't lived in an area where there's been any curfews except perhaps on Halloween.

I don't like what happened in the video but the cop did keep asking her to put her hands behind her back, whether it's right or wrong, usually a police officer is only going to ask so many times until he/she does it their way.  It didn't appear to me on the video that the cop wanted to hurt her as he kept asking and warning her of the consequences. The girl bit him also and it looked like he just reacted quickly because he was caught off guard,  spraying the mace seemed to me that he was pissed and was looking to hurt her because she made him angry by biting him. :-\

It may have seemed that he was pissed and that the pepper spray was retaliatory, but it was pretty much by the book - they start with verbal commands and other methods of intimidation, then go to grappling and compliance holds, pressure points, etc, then move up to pepper spray if that doesn't work.

It's referred to as the "action-response use of force continuum."  By biting him, she bumped things up a notch, as she was no longer simply resisting and pulling away, but attacking him.  See page six of this document: http://www.ag.state.oh.us/le/training/pubs/useofforce.pdf
