Alternative to driver's licence or permit

My International Motorist Qualifications card, nothing more than an affidavit of competency and identification will expire early June. The company that issued it went into retirement... Any idea where to get a replacement that doesn't cost as much as $200 for four years? I originally paid $50, then $100 as the price went up. Now another guy is asking for $200. I'm open to ideas. I'm considering "the hell with it" and making my own affidavit of competency.

Find someone who will swear in writing that you are a safe driver, then use the affidavit.  You posted this in the civ dis subforum, that is accurate.
