Hmmmm... I see that there isn't a moped loophole in NH.  >:(

A license is required, even for <50cc, 2hp or less, top speed 30mph. They do offer a special moped license.

The trick is to get one that's supposed to go < 30mph, and modify it to go faster.  Of course then it's possible that a cop would measure your speed, notice you were driving a scooter w/out plates, and pull you over anyway.

There are cheap elec. bikes and scooters that I have ridden that got you down the road 30 miles on a overnight plugin charge.  They cruise at 14 to 16 mph.  I thought about importing them until I saw Pep Boys with them for the price that it would have cost me to bring them in.  At the time wiring schematics and light bulbs were different on each model.
