Funny that you could give it away without consequences, but appraising its value justifies theft.

I think ready made food that you just heat up are exempt from food service regulations, precooked foods, etc, and a good CD progression would be a legal to sell without a license food for one event (but not charging tax) then the next event selling a product that requires a license and again not taking the tax, so that would be your next law right there.
