There has to be a story to this, and I'll bet anything there's a government bureaucracy involved. Somebody should call the guy and find out what the story is.

Happens quite frequently - someone buys a place just for the land, and offers the house free to whomever will move it.  Of course, moving houses is an expensive proposition.  But so is paying for professional demolition, so if the owner can find someone willing pay for the move, and avoid the costs of removing the unwanted house, it's a win-win.
