A Chinese conman who persuaded a city government to blow up its police headquarters by promising to build a high-rise development in its place has been jailed for life. The conman told the authorities in Hohhot that he would build western China's highest skyscraper.

But the businessman turned out to be a carpenter from central China who had performed similar tricks across China, earning 1.8 billion yuan (€215m) in development loans along the way.
