Are these procedures really needed if you break a CFL light bulb?

Its why I think the bulb manufacturers themselves have a hand in it. If the market persisted after they stopped making incandescents it would open the opportunity to someone else.

It became obvious when they started busting toilet smugglers at the Canadian border.
