Learning to avoid dangerous criminals (whether they are amateur or official) is a good idea.

It's not the "she was asking for it because of the way she dressed" sort of blaming the victim thing.  Just that it's a good idea not to leave the keys in your ignition if you park in a big city.  Sure, it's still the car thief's fault if he steals it, and you don't bear any moral responsibility because you left the keys in it, but you are without a car, then, so taking simple steps to keep your car from getting stolen is a good idea.

Similarly, there are likely ways to avoid getting hassled by the thugs, that don't involve seriously altering your life.  Just ways to avoid criminals of various types.
