Huggles The Clown

 I was listening to WTIC, from Hartford, CT this morning and heard Fergus Cullen of the Yankee Institute, being interviewed.  He mentioned this website
that sounded interesting.  A database of all state (CT) expenditures. I was barely paying attention when I heard about the $600.00 payment to'Huggles The Clown'.
The total state expenditure for clowns for one year was $5,229.  Most of this was spent by the department of Social Services which makes sense as kids are the people adults like to scare the Hell out of with Clowns!
Huggles however, was paid $600.00 by the department Of Corrections
