can't you just see the government payroll ones eating donuts and tracking the contractors on their computer screens?

I could also see the big retirement communities in arizona having their own guards, border patrols, checkpoints, jails.

If handled correctly, this can be very good news.  More efficient enforcement of the laws made up by a coercive monopoly can seem like a step backwards, but it will add more fresh air and sunshine into the stagnant "good ol boy" networks of desensitized coppers.
