Yes, there are definitely "green terrorists". People who fire-bomb private property, including private homes, can't be described as anything but. But in this case, casual hangers-on and fellow travelers are threatened with placement on a "terrorist watch list" if they don't cough up info, and sometimes they actually are placed on watch lists in retaliation for not cooperating.

And the CMUs, as I immediately suspected when I first learned of their existence, are used more to silence people who are a PITA to the BOP, than to monitor potential terrorist communication.

Um, if you like reading about sociopathic terrorists, I suppose.  The book ends with them planning to blow up a dam.  With, you know, people living below it.
