Aren't lots of these "chalkings" done prior to the meter expiring?

I've not done the research on caselaw on the subject, specifically, but on the face of it, it seems like they should have a warrant before tampering with someone's property during the course of an investigation.

By asserting that they are "investigating," when they clearly do not have a warrant, they may (possibly - again, there might be caselaw on the subject) have opened themselves up to some serious liability within the rules of their own system.

They are done in areas with "2 hour parking."  so you don't just refill the meter...and actually move your car.  Quite ecologically/environmentally insane to force people to move the car every 2 hours to park somewhere.
