Except that the character could be taken for someone who is actually blind and Bum some people out.  How about a guy wearing a brace or a pregnant teenager with a kid tugging on her too tight jeans.

I don't think you should have any kind of stereotypes. Just put ordinary looking people, or don't have any people on there at all.

All kinds of people get on welfare, doesn't have to be a blind person or a mom with kids...

I was thinking about something like that, but I would get rid of the drawing of the person.  If I was going to have a picture of a person on the ad, it would be a guy with a beer gut sitting on a couch in front of a TV with a beer in his hand.  You might also note on there that MA has higher unemployment compensation rates.  You might want to put something like "Would you rather do something other than work for the rest of your life?" on the top.
