Yesterday I drove by Wallis Sands Beach.  (State Park).  Next to the park there is a row of houses.  On the sand there are signs that say 'PRIVATE BEACH KEEP OUT'.  However the tide was low and dozens of people were in front of the house.. below the high tide line.
