I recall hearing that Margaret Thatcher proposed a poll tax (the British term for a head tax) in the late 1980's -- it would have run somewhere in the range of 10,000 pounds sterling per person.  It is absolutely the only way to show the accurate "cost" of government.

I wish they would stop using the term "sterling" -- the "pound sterling" hasn't been backed by any kind of metal since 1946, and they're suffering the same inflation problems with it as we are with the Federal Reserve Note.
