no, local governance as legitimate agency is constituted to protect your absolute rights to life, liberty and labor-based property.

not leaving enough and as good in common for others COMPELS (this means forces) those you exclude to labor for that which they have an equal access birthright to - this occurs even in anarchy (no government).

the economic rent forced upon the excluded violates their absolute right to self-ownership as the excluders have a claim on your labor-based property.

the state is the culprit because it is used by one class via it's privilege (private law) granting abilities to plunder the wealth of the excluded class.

the answer is for local governance as legitimate agency requiring certain duties for the benefit of private exclusive use granted by privilege of what we all have an absolute birthright to - one has to share the economic rent as dues to the excluded who receive the economic rent as dividends.

right - they didn't need to because no one had exclusive use of the most fertile grounds as they were hunters and gatherers...Locke's proviso never came into play.

if they took too much from the commons they would either die themselves or they might have to move and encroach on someone else's hunting grounds which might create a little friction...

I'm sure there never could be an instance of one or more Indians killing another or more over a land dispute.  I fear it's no myth, it's a way of human life.  Sorry, I just don't believe that.  Especially because I have read about the Indians of Maine having wars over borders. . . The Lost Forest I believe the book was called. . . about the history of Maine's woods.

The Indians drove each other of land all through their history.

They also thought it was perfectly fine to steal from other tribes... be it woman or horses.

This nonsense of the noble savage is an romantic invention of whites.
