2013 Applications Posted

LSF still lives.

I updated the application form for 2013 and posted it to the site.  Some changes I've made:

* I removed the application fee
* I removed the sentence in one of the requirements about having to do volunteer service for the application to be considered complete.  I replaced that item with "Our family will provide 5 hours of volunteer service to the LSF if requested."

I made some light updates to the site to make it current.  I found a strange sentence that LSF would "prosecute to the fullest extend of the law" for fraud, so I deleted that.
