It's not politically viable to restrict people's right of movement to that extent -- yet. Were it done tomorrow, there would be blood in the streets. But they're gradually easing people into it, what with things like sobriety checkpoints and random border checkpoints far from the actual border. Give it 20 or 30 years and we may very well have checkpoints all over the place, with permission required to cross them, and the people will cheer for them.
