The way to handle this is for everyone to exchange cellphones.

I find it interesting that the Montclair State University is a state funded school and is charging the students extra for a mandated phone.  Farleigh Dickerson University is a private school that is issuing the phones as a part of the students tuition.
Both are in New Jersey.  This should explain a lot.
