I don't see how you can take what she said and not end up at anarchy - she said men must not use force against one another, and government is force.

Some people just can't take that "last step."  You'll notice that she generally tends to skirt around the issue of how this "government which only protects people from force and fraud" is funded.

There are numerous prejudices she displays in her works, which she simply couldn't excise from her own mind, apparently.

I think she avoids triumphing anarchy because she denounces the philosophies of Nietzsche and Machiavelli.
