ATF Leatherman Multi Tools

I have concern over the new solicitation by the Bureau of Alcohol Tobacco and Firearms for the purchase of a quantity of Leatherman Multi Tools.

What is troubling about this purchase it that ATF requests that the tools be engraved with the Words "Asset Forfeiture" and "Always Think Forfeiture"
