Apparently, these dangerous threats to Hershey's need to be stopped!

Chocolate which contains more than three of the following features is banned as "assault chocolate":

Scored into more than 10 pieces.
Containing more than 70% cacao.
Foil wrapper.
Protective candy shell.

If the chocolate is imported, then it only has to have two features to be banned, unless you remove half the ingredients and replace them with domestically-manufactured ingredients.

Dispensers which can automatically eject more than one piece of chocolate per turn of the handle are "machine-dispensers," and you have to register them with the Feds and pay a $400 tax.  Similarly, chocolate bars which are cut down for easy concealment (so-called "sawn-off" chocolate bars) are subject to the same registration and tax.

Government agencies are, of course, exempt from these requirements.
