Freedom Fest: Prosecutor and Cop, Is this legal? Re: Ridley Video

On one of Dave Ridley's Freedom Fest Videos, I noticed one of the Cops is also a Prosecutor thanks to Shy Frog calling him out on it and he (the C/P) said it was not a conflict of interest.  I can't beleive you can be both!  Does anyone know if the guy can legally be both?

If so, I don't know why that guy wouldn't sign up to be the defense's attorney and the judge (just think of the money the city could save).  He could simply take you straight to jail and be done with it (for our protection of course).
