Some people loved playing the game when they were young they renamed it 'government may I' when they grew up. Now they call anyone that does not want to play a kook and then they throw them in jail as punishment.

Not all electric lines are in conduit. When I worked at Concord Steam we had to dig to repair a steam leak. The steam line was below an electric line. We knew we were about to reach the power line because there was yellow caution tape buried about a foot above the power line. Yes, the power line was about 3 feet below ground and the steam line was about 3 feet below that. The power was off to that line while we dug and repaired the steam line.
