Is this "science czar" the same raging idiot who thinks we should paint our roofs and roads white to fend off that fraud du jour "Global Warming"  (Or is it "Climate Change"?  Quick, someone get me a thermometer so I can use the correct term today.)

Well I'd say between him, Al Gore, and Jimmy Carter, that doesn't say much about a Nobel Prize.  Imagine the disappointment among those holding Nobel Prizes for genuine achievement.
