It depends on the species of fish.
As long as there is depth the fish should maintain themselves over a winter... but various levels of water aeration make the different species more suitable.

don't dig a pond of over 1 acre (then you get the feds involved...permits, red tape....who needs it?)
if you want fish, it has to be @ 8-10 ft deep, to prevent ''winter kill''.
you can put an elec. (or even solar) pump in the middle, on a timer, for aeration
we're in the process of digging one now....

I am interested in this topic myself. I think the small kits don't work well. I know a lady in NH who killed her prized Koi by overdosing algae RX. The replacement fish were brought in during the winter and kept in a large aquarium. I am watching the gardening, frugal threads here too' Off topic dont tell Fish and Game, I love my aquarium with a very hearty native minnow like fish and craw dad I scooped out of Tewksbury Pond in Grafton. They now act like my puppies.
