SEAL PAC Sues City of Dover

SEAL PAC, the Seacoast Liberty Police Anti-Corruption Campaign, filed its first lawsuit against the City of Dover, NH, today. The suit, filed just after 9:00 A.M. this morning, was a right to know petition intended to compel the City of Dover to release information about a surveillance system the city intends to install in public buildings. The surveillance system, consisting of 23 cameras and related equipment costing over $67,000, was approved by the city council last Wednesday. According to the council's resolution, 7 cameras will be installed in Dover City hall, the city's McConnell Center will receive 14 cameras, and two more cameras will keep an eye on the city's train station. When asked what kind of privacy controls the city intended to implement with the system, city manager J.  Michael Joyal declined to comment. SEAL PAC's founder, David Montenegro, filed a right to know request with the city, seeking information about the surveillance system. Allan Krans, Sr., attorney for the City of Dover, denied Montenegro's request, prompting this morning's law suit.

This suit comes as the first of many claims Montenegro plans to file against the city of Dover, aimed at reforming what Montenegro believes to be habitual violations of law by city officials. A decision on SEAL PAC's first suit is expected to be issued within one to two months.
