Stupid Portsmouth law in need of breaking

I'm in the process of looking for a new apartment, and in the process I've learned that there's a stupid city ordinance that prohibits open cooking flames within 15 ft of a residential building, yet it's OK to have one inside, and in CA where half the state burned down ever 3rd year due to wildfires, there were no such restrictions. OK so they probably did, but CA law enforcement also really sucks (a good thing). When it's nicer out (probably in the next month or two) I want to have a CD event involving BBQ and a residential structure. Who's interested? All cops can get free food
