Wearing weights is part of strength/speed training...
The loud bang would just make you deaf in that tone range...

I think someone didn't think about biological adaptation to one's environment.

As for the beautiful wearing masks... I thought that was what make-up is?

the noise varries, and they likely would keep increasing your weights as you adapted.  Hence Harrison who they couldn't upgrade his handicaps as fast as he adapted to them.

I can't find this movie in imdb and they don't mention a release date.  The trailer is essentially the entire story . . .

Yes, they play all kinds of different sounds in the earpiece, at different volumes. For instance, the story mentions a 21 gun salute playing, and then Harrison's mom says "ooh, that one was a doozy!" or something like that. She has few handicaps, because she is stupid and average. My favorite line is when she tells her husband to rest his handicaps on the pillow, and finishes up with "I don't care if you're not equal to me for a while."
