Dominant assurance contracts?

Has anyone thought of establishing some dominanat assurance contracts to get people up to NH?  Perhaps on real estate?  Or even everyone donates x dollars when y people have donated x dollars people have z years to move to NH.  People who move by z split the pot?

Any thoughts, opinions, other solutions?

Not precisely.  More of a bet the way I'm thinking of it.  Sort of a put up or shut up.
