Photos reveal inside look at East Austin tunnel home

The City of Austin Tuesday released photos of the web of tunnels a man dug underneath his East Austin home.

Under the yellow home are three stories of tunnels. For at least two years, neighbors suspected owner Jose Del Rio was up to something strange, but had no idea just how busy he'd been.

"He must have dug day and night, day and night," said Zeldta Landon.

I never heard any "probable cause" or even "reasonable articulable suspicion" for getting a search warrant in the first place. How did they get the right (beyond being the State) to go into a private home? The only thing I can think of is the fence line cave-in giving "code enforcement" a reason to go in. Otherwise, if everything is hidden and/or it isn't bothering anyone else, what business is it of theirs?
