No, that was the Democrat Congress theory.

Reagan's tax cuts improved the economy to the point that even with the lower rates, revenues to the Treasury doubled. The deficit came about when Congress tripled spending. (Granted, much of that was a trade-off; Reagan had to accept it to get the military budget he wanted.)
