When the government can no longer deliver 'whatever'  to the  'dependent' class it has created, they will react as they did in New Orleans.  They will riot and take 'whatever' from those that have it.  This will make cities unlivable.

Perhaps a single state, with a population of around 1.2 million, would be the ideal size for current planning.
