The way I read it, he's skeered somebody will cut off the gubmint's internet access, so he's gonna wrap it up in a bundle of red tape to protect it.

The Federal Communications Commission performs such functions as are required by law, including: (a) with respect to all entities licensed or regulated by the Federal Communications Commission: the extension, discontinuance, or reduction of common carrier facilities or services; the control of common carrier rates, charges, practices, and classifications; the construction, authorization, activation, deactivation, or closing of radio stations, services, and facilities; the assignment of radio frequencies to Federal Communications Commission licensees; the investigation of violations of pertinent law; and the assessment of communications service provider emergency needs and resources; and

Phone, internet, radio... smoke signals

Makes me wonder if the next 9/11 false flag operation will be taking down internet, TV and/or phone communications. When living in DC the phones went down for a day, that caused the cell service to be overloaded, it went down... people were getting pretty freaked out in less than 12 hours.

It's outrageous to think that this government would be able to maintain communications during an emergency.
If they did it would be proof that there was no emergency.
