This needs further investigation. Nine times is a lot. However, if he was armed, and pumped up on drugs, it is possible that it is justified. Just need more facts.

I agree more information would be needed, just like the media to give half information. But the way I see it if the first shot is justified I really dont have a problem with anyone unloading their clip into the perpatrator. Hes gonna be just as dead in the end, I dont really see what the big deal is with the amount of bullets used.

The number of shots COULD be an indication that they at first tried to wound him into submission, or it could be they were bad shots, or it could be that they freaked out and shot with abandon. We can't tell with the limited info.
