I think you mean HB802:

It passed the House by just 7 votes out of 400 (with 100 Reps not present that day due to a snowstorm).
We killed it in the Senate.

Rule of thumb for NH politics:
Bills you want to KILL, focus on the Senate.
Bills you want to PASS, focus on the House (you'll have to deal with the Senate, too, but save your limited resources for when that point comes)

Also, thanks for the seatbelt clarification. I never cross-referenced what I was looking at. Oh and for the strategy too. That is sure to be useful and hopefully soon :)

BTW, the seat-belt thing cannot come up again until the 2009 session.
If we still have a majority of (D) in the NH House and Senate after the 2008 elections, I would say it's a done deal that we're going to have a primary-offence seat-belt law, same way the smoking ban was a done deal after the 2006 elections.
