Repeated use of stun gun on cuffed inmate deemed excessive

A bailiff who repeatedly shocked a cuffed and shackled inmate with a stun gun Thursday in a Bowie County courtroom lost his job Friday after judges reviewed a videotape of the incident.

District Attorney Bobby Lockhart pulled former bailiff Elvin Hickman's certification with the Texas Commission on Law Enforcement Standards and Education, meaning Hickman, 58, is no longer licensed to carry a firearm. Lockhart also contacted the Texas Rangers on Friday, and an investigation has begun.

"There is currently an ongoing investigation," said Texas Ranger Jay Womack. "All the evidence will be presented to the DA's office once the investigation is complete."

Hickman was unavailable for comment. His phone number is not listed in a directory, and county officials could not provide it.

Jason McWilliams, 30, appeared before District Judge John Miller in shackles and handcuffs Thursday to address criminal charges against him for throwing urine on prison guards at the Texas Department of Criminal Justice's Telford Unit.
