Who owns undeveloped land

If there is an area of undeveloped land, say many acres, who owns it? The town/ county/ or the state. If it is the town, can the town board elect to sell this undeveloped land?

Some towns own Conservation Land or Town Forests, the State has many parks. Most undeveloped land is privately owned. You can check on ownership at the town tax assessor's office. They have plat maps which indicate ownership.
