It is a metaphoric representation of those of us who live under government tyranny, feeling caged by our lives, the canary representing the all-seeing eye of the government, about to "rain" on our parade.

The innocent canary has spent most of its life trapped in a cage and terrorized by the big, scary cat. Now, the roles are finally reversed... how do you like that?! ;D ;D ;D
