Tricia is the deputy city clerk who works with vital records at Manchester's City Hall. She was behind the counter when Steve came in looking to get an embossed 5-by-7-inch copy of his birth certificate, so she did what she always does.

"I got his original birth certificate out of the file," she said, "and as soon as I started working on it, in the box marked 'sex,' I saw 'female,' and I said, 'Unfortunately, we have a little problem here.'

"On his copy, the word 'female' has the FE crossed out. Mine didn't, and when we find anything out of the ordinary, we check with the State of New Hampshire, and it wasn't crossed out on the copy up in Concord, either."

Thus, in the eyes of the state, Steve is a female.
