Umm, real videos can still be fake.
The fact it's on the cop already has a baton in his hand, that the rent-a-cop immediately starts beating him, and that the video immediately cuts out at a wierd time makes me feel very skeptical.

And how many cops walk around office buildings?

1. It wasn't an office building. It was some sort of medical related facility. I asked.
2. The video cut out because the cop was chasing him and the man in the car said "RUN!" so I guess that would be a good time to cut the camera and turn on the car.
