You know my answer would be "none of the above". I was raised to believe that nobody offers you free money, and if they do, it's probably stolen. :)

That said, your logic makes sense as a bureaucrat who seeks to look good and advance. I mean more the armchair people who get their jollies off of "strengthing the border" and actually gain nothing.

The government is full of fiefdom-builders who have waited years for an opportunity like that provided by 9/11 and the PATRIOT Act.

Strange you didn't ask why the government requires a passport for return travel from some foreign nations but not others?
The feds have always had complex and unreasonable regulations... nothing new.

Caused by the Treaty of Paris. Canada prior to the French-Indian War came much farther south.

I've gone into Canada several times thru Derby Line, although not recently. I always saw it as a sleepy street a little wider than the one I grew up on that just happened to be one country on one side and a different one on the other.  If I had to sneak from one country to the other that's where I would have gone.
