Manchester Police Tackle Woman

Report I received. don't suppose anyone knows something about this?

Date:  03/24/2009
Time:  Approximately 10:40pm

Location: Pedestrian walking bridge, north of Blaine St. and just east
of 2nd. street, Manchester, NH

Observed an incident involving a blonde caucasion woman, appearing to
be in her late 40's or early 50's in age who was pursued, stopped and
arrested by two Manchester, NH police officers.

  The woman climbed up to the pedestrian bridge from an access near
2nd street.  Two police officers approached her from the pedestrian
walkway access via 3rd. street.

One officer, who was a few car lengths ahead of the other officer,
approached and touched the woman.

The woman stated clearly "Don't touch me" and moved a step away from
the officer.

The woman attempted to walk away from the officer, (now joined by his
fellow officer who had continued walking quickly until he caught up)
and she was again touched by officer #1 from behind.

The woman turned around to face officer #1 and again said, "Don't
touch me." while slipping out from under the touch of officer #1.

Again, the woman attempted to walk away from the two officers.
Officer #1 grabbed her with his hand again from behind.
The woman turned, said "Don't touch me" and slipped from officer #1 again.

I don't remember all the dialogue verbatim.  The officers asked the
woman to stop, but didn't seem patient or interested in conversing
much with the woman.  The woman continued to ask not to be touched.

Both officers soon grabbed the woman and wrestled her to the ground
and handcuffed her.  They did not seem gentle.  The manner in which
they pushed her to the ground slammed her forhead into the pavement of
the pedestrian walkway.

The woman exclaimed a sound of pain and said "Don't slam my head into
the ground."

I don't know why the woman was arrested or (appeared to be arrested).
I did not hear charges mentioned or miranda rights read to her.

The act of banging the woman's head into the ground while wrestling
her into a prone position and handcuffing her seemed excessive to me.

The License plates of the Police automobiles at the scene were

this doesn't sound out of the realm of possibility, considering how abusive and disgusting police departments can be.  More bad apples seem to be falling from the tree.  Makes me wonder if the tree is sick or something.

The first sound comes at about 1:45, when the mike keys and you can hear a woman yelling. It sounds like "...touch me!"

They call for a "wagon" for transport, near the 2nd St. laundromat.

"It's gonna be a female (inaudible)."

"...wagon... ...(un?)cooperative..."

"....wagon... (woman screaming in background) ... one-eight point seven..."


In the previous segment (10:22 to 10:37), there is various chatter about other calls.

At 11:15, a call to Blaine & 2nd. Caller reports a woman who appears extremely upset in a purple Escort with blinkers on.  ....mother(?) is intoxicated and out of the car.

That's all I picked up that could be related.
