Making government obsolete

There are areas in which government seems effectively obsolete and unfitting even to those who aren't anarchists, libertarians, voluntaryists or whatever.. like the area of music file sharing where people do it despite the fact it's illegal. Not even threats of force implicit with copyright law as with any law dissuade them from disobeying, because it's just too natural to do and too ridiculous to not do simply because "it's illegal". And the common justification is "everybody does it".

But doesn't that represent the first sign of government actually becoming obsolete, not by means of a progressive idea taking hold (like the non-coercion principle), but by means of simply being too "out of it", too unfit to be taken seriously and adopted seriously in this new world where technology challenges the previously held paradigms (like what digital technology did to the distribution of culture and information)?

This relates to the issue of apathy as well. Isn't so widespread apathy also a sign that people don't really care about government and in fact see politics as a boring unproductive waste of time and politicians as old farts who would be less annoying if they just shut the hell up?

In that case we can use technological growth and apathy towards politics to our advantage, can we? :)
