I was re-reading the article and notice this gem:

  "The judge who examined the sovereignty claim has decided Witmer cannot be released from jail until he undergoes a mental exam."

In otherwords they cage him in a mental institution and drug him until he brakes down and will admit to those sadistic fucks that he lives in PA and not in himself.
