it is the keeniac version of the golden porcupine award

Such a nice award should be displayed.  I gave him a press release once for Dada, the same method (giving it to the clerk guy) may work again.
If that doesn't work what if I just stuck it to the glass wall in the court lobby?
Any other ideas?

You could always go into the back during a city council meeting and leave it under his nameplate.

I am puzzled that the same guy who waited to open a letter with his verdict in it until he could get his own reaction on tape is  suggesting a non-dramatic solution.

That was just a second suggestion. You doing it your way would be much more exciting though.
