NEEDED porc plumber

Can you sleeve the damaged section? If not, can you cut out a section and piece it out with PVC and adapters? And furthermore, will the govt. allow you to fix your plumbing that way? :-p

Yes.
What Russ is going to do is the same thing that anyone repairing their home or a licensed plumber would do.

Since no one has to open a wall, I don't think you could consider it construction. We've got a branch off of the house's main sewer line that runs to the kitchen sink. It doesn't look to difficult to do. I had a plumber out yesterday, quoted price $200.
I had made a deal with my wife, I would try to fix it for $10, and if that didn't work, then she could call in the professionals.
As soon as I touched the pipe, it disintegrated. I could no longer fix it myself for $10.
