Could you clarify if this includes the ban on discussion of electoral politics, or is it about user bans?

Sure.  I hadn't been hassling anyone about it for a long time.  I think there are other places that are better for it though.

I'll repeat my suggestion to have one specific area for political discussion. I find banning things altogether is frustrating because people do it anyway. If there is a place specifically for it, then it's kind of like an outhouse. People see that's where they're supposed to go to do their dirty business and the rest of us can just avoid the stinky place. :) Also, when someone posts something political in the wrong place (and they will) you just move it to the appropriate place (the outhouse that most of us have on ignore).
